Serhii is associate partner, lawyer, specialist in the field of European Union law, including directives in the field of electricity and gas supply. Has considerable experience in representing clients’ interests in international judicial institutions. Serhii is an attorney-at-law and previously a Partner at Moor & Partners Law Firm. His sphere of legal practice includes constitutional, administrative, electoral law of Ukraine, and the Case Law of the European Court of Human Rights. He represents the interests of clients before the International Commercial Arbitration Court and the European Court of Human Rights. He has been working for over 20 years in the field of the Ukrainian judicial and legal system, implementing democracy and governance related programs in Ukraine. He has a deep knowledge of the Ukrainian justice sector and has worked as Activity Manager for USAID projects focused on strengthening electoral administration in Ukraine. During the last eight years he acted as legal counsel to the Council of Europe in the rule of law and election related activities in the CIS. He has more than ten years’ experience in conducting training, legal research, and analysis of projects related to elections overseen by the OSCE Project Coordinator in Ukraine and the European Union in Azerbaijan, Ukraine and Moldova. He is an author and co-author of more than 50 publications on constitutional, election, administrative, judicial, criminal, civil procedure, and administrative procedure law of Ukraine, Case Law of the European Court of Human Rights, and European standards and practices on election dispute resolution.
