Alуona has extensive experience in GR&PA, working with government authorities, business and public associations, as well as in legislative and regulatory practices.
She has worked for more than fifteen years in legal and management positions in the Presidential Administration of Ukraine and almost five years in the field of government relations. She has gained a deep understanding of the interaction between government authorities and external stakeholders, as well as the skills needed to manage such processes. She has significant experience in conducting policy and regulatory analysis, monitoring, risk assessment and management in the interest of clients. She is a recognized specialist in the drafting, planning and implementation of state policy and regulation. She has experience in organizing working groups, forming coalitions and supporting draft legal acts at all stages of their consideration and adoption.
In the public sphere Alyona is an expert in constitutional and administrative law and heads the Committee on Constitutional Law, Administrative Law and Human Rights of the Ukrainian Bar Association.
Prior to joining the Hillmont Partners team, she worked as a senior advisor to Kesarev Consulting’s legislative and regulatory practices in Ukraine.
Alyona received a law degree from the Kyiv National University of Internal Affairs (with honors) and has a master’s degree in public administration having graduated with honors from the National Academy for Public Administration under the President of Ukraine. She also graduated (with honors) from the Electrical Engineering Department of Zaporizhzhya National Technical University and is qualified as an electrical engineer. The combination of the legal, managerial and engineering education makes allows her to use systematic and multi-vector approaches when supporting projects.
Alyona holds the title “Honored Lawyer of Ukraine”. She has more than ten scientific publications in the field of regulation of transitional relations in law and is the author of the manual “Legislative Technique”. For four years, she has led courses in “Legislative Technique” and “Organization of Working Groups” at the Institute for Advanced Studies at the Ministry of Justice of Ukraine.
